Doc. Watch: PPD 28 – NSA Signals Intelligence Activities

On 17 January 2014, President Obama delivered a long awaited speech on National Security Agency (NSA) activities, focused mainly on a controversial NSA data-collection program. The speech came about after increased public scrutiny, both domestic and international, raised from the flow of documents leaked by former NSA contractor Edward Snowden and subsequent journalistic investigations/reporting.

As part of the speech, President Obama announced “a series of concrete and substantial reforms that [his] administration intends to adopt administratively or will seek to codify with Congress.”

This includes a new presidential policy directive [PPD 28] for US signals intelligence activities, at home and abroad; a reform of “programs and procedures in place to provide greater transparency to our surveillance activities, and fortify the safeguards that protect the privacy of U.S. persons”; “additional protections for activities conducted under Section 702, which allows the government to intercept the communications of foreign targets overseas who have information that’s important for our national security”; directing “the Attorney General to amend how we use national security letters”.

Also among the issues discussed were “a transition that [would] end the Section 215 bulk-metadata program as it currently exists” and changes to how the government is organized.
